The process for Pakistanis that wish to travel abroad for any purpose like education or employment has been tremendously simplified as the authentication documents will not be required to be sent outside the country but will instead be dealt with most conveniently within Pakistan.

Notaries and special centers are being created in all of the country’s major cities for this purpose. As Special Assistant to the Prime Minister (SAPM) on Strategic Initiatives Salman Sufi explained, these notaries will be “enabling authentication, legalisation and attestation of documents. The process shall be completed in six months.”

President Dr Arif Alvi has already approved the instrument of accession to Apostille Convention, which was drafted by the Hague Conference on Private International Law and this will become effective in six months’ time.

He spoke of this great new facility – “As of December 2019, more than 11 million Pakistanis moved abroad to around 50 countries for the sake of employment. Pakistan is one of the largest labour-exporting countries in the region. All documents of these overseas Pakistanis, be it birth certificates, marriage certificates, professional or educational documents or other documents associated with civil registration have to undergo bureaucratic red tape before they can be accepted abroad.”

According to Salman Sufi, the accession will help to relax the auth­­ent­ication and legalisation requirements between countries that have ratified and it would help to simplify the process by eliminating the need to provide documents to diplomatic and consular missions.

He explained further that, in some instances, power of attorney (POA) has to be used with a POA document when third party service providers are not available. However, this accession permits that, “any public document duly authenticated by a member state may be used in Pakistan and vice versa without the need for following a lengthy legislation process involving multiple departments and steps.”
